Essential Functions:
With 2+ years of post-masters experience, Youth Advocacy Program Manager supports the Youth Program Director by helping to establish and maintain a unified vision for service provision while ensuring the highest standards of program delivery and evaluation are met. Conducting outreach and attending youth service provider and community meetings as needed is required.
This position also manages homeless youth programming, including documenting all services for youth who are unstably housed. Services include individual and group counseling, prevention case management, individual and group education on various topics, e.g. HIV/STD prevention, drug and alcohol use/abuse, safety/violence prevention, strengthening self-esteem, etc..

Duties:
- Helps establish and monitor all youth-related grant and programmatic scopes; assists with report creation as needed.
- Provides on-going, constructive feedback on performance, leadership, and mentorship; including assisting with annual performance review process for each staff member.
- Communicates expectations clearly and helps to establish and maintain a unified vision for youth staff.
- Participates in advocacy and educational efforts to train professional service providers and the community at large on issues pertaining to lesbian, gay, bisexual, and transgender youth.
- Provides clients with comprehensive case management and supportive services needed to meet the goals outlined in individual service plans.
- Provides counseling and mentoring to clients in both individual and group settings.
- Delivers life skills training through both formal and informal techniques to develop critical skills such as conflict resolution, financial management and budgeting, health and nutrition, mental and emotional health, safe sex, etc..
- Engages clients in COH’s Youth Career Development Center program by assessing eligibility, identifying strengths and needs, and providing motivation and support.
- Refers clients to supportive services as needed, including housing, food pantries, clothing closets, legal aid services, substance abuse and mental health counseling, etc.; advocate for clients to obtain wrap around services.
- Works with clients to address barriers to securing/maintaining stable employment, housing, entering vocational training programs, and/or enrolling in institutions of higher education.
- Assists clients in obtaining financial assistance and documentation, e.g. State issued ID or birth certificate.
- Maintains ongoing communication with clients, following-up regularly.
- Assists in oversight of the youth program space, volunteers, and services.
- Documents all client interactions regarding unstably housed services in database and compiles monthly and quarterly service provision reports.
- Assist with monitoring all database entry and helps to ensure accuracy of data entered.

Duties:
- Maintains accurate and timely records, reports, and files;
- Ensures data is entered into the online data collection system called PEMS as well as other databases in an accurate and timely manner;
- Develops Access databases as needed
- Conducts needs assessments to determine data tracking needs

Provide anonymous telephone counseling, information, and referrals to English and Spanish speaking callers throughout Illinois regarding HIV/AIDS and sexually transmitted diseases (STDs) for the State of Illinois AIDS/HIV & STD Hotline. Share responsibility for maintaining and enhancing written and on-line information resources regarding HIV/AIDS and STDs.
Duties/Responsibilities:

Requirements/Qualifications:
- In depth knowledge of reproductive health required
- Spanish and English written and spoken capabilities required
- Bachelor’s degree in social work or HIV/AIDS and reproductive health related field; HIV/AIDS/STD and non-profit experience required
- Demonstrable client-centered counseling skills required
- Complete IDPH course in Fundamentals of HIV Counseling, Testing and Referral and other courses as required by IDPH
- Demonstrable understanding of the psychosocial, cultural, and health-related issues often faced by HIV-impacted individuals and their families
